Decker (RWD) speaking: In many many cases, there's been very little liaison established between the scientists and the people who have to make the decisions as to whether you're going to evacuate or whether you're going to build someplace that's dangerous. And that, I think, is still the greatest lack. I think the most important thing of all, before a crisis develops, or at the very beginning of a crisis, is many volcanic eruptions build up over weeks or months; and preferably before even that happens, even if there's the beginning of restlessness in the volcano, the important thing is to establish some repoire with the authorities.
