Guidelines for Equipment and Facility Usage By Permittees |

Purpose |
|
The purpose of these guidelines is to ensure that the University Canoe Program's (UCP) equipment and facility will be accessible to and maintained for the primary beneficiaries -- students who are enrolled at the University of Hawai'i at Hilo (UHH) and Hawai'i Community College (HawCC), and faculty and staff who are employed at either institution. |

Guidelines for use of equipment and facility by permittees |
|
UCP equipment consists of canoes, bailers, storage devices, paddles, buggy, etc. Facility is defined as the UCP halau located at Hilo Bay Front as well as the halau's related equipment. Use of the UCP equipment or facility shall not be permitted unless prior, written authorization has been granted by the appropriate UCP representative or the designated campus administrator. Administrator shall keep original of reservation form and signed Indemnification form. Administrator shall send Permittee a copy of the Request Form with Approved or Not Approved Indicated. Permittee shall keep a copy of Guidelines. Permittee shall submit a reservation request and deposit within 60 days prior to the date needed. Written confirmation or denial will be made within 2 weeks. Permittee shall pay a designated fee. Should there be other special use conditions as required by the permit applicant, they must be cleared prior to the issuance of the permit. |
Permittee shall, at its own cost and expense, maintain liability insurance for personal injury or death in the minimum amounts of $100,000 per person and $300,00 per accident, and $25,000 property damages. The policy shall name the University of Hawai'i and the State of Hawai'i as co-insured. A copy of the policy shall be attached to the Reservation Request Form.
Permittee shall indemnify, defend, and hold harmless the University of Hawai'i, the State of Hawai'i and their officers, employees, agents or any person acting on their behalf from and against any claim.
Permitted use of canoe(s) shall be only for a Patterson as specifically designated by boat name (ie, Hemolele, Pono, Ha`aha`a, Mokuola) by the UCP representative.
Permittee shall be responsible for repair, replacement and clean-up of any equipment or facility used, and payment of damages or any liability caused by use of UCP facility or equipment.
Permittee shall use fresh water to rinse buggy and paddles, and shall place them properly in the enclosure.
Permittee shall bail water from canoes after use.
Permittee shall provide a competent steersperson in each canoe being used throughout entire reserved time period.
Permittee shall make sure that 2 bailers are properly fastened inside each canoe before leaving shore.
Permittee shall not allow participants to possess, display, use or consume alcoholic beverages or other illegal substances during use of equipment and facility.
Permittee shall not allow the following in canoes or halau: smoking, chewing tobacco or other such substance, gum, or spitting.
Permittee shall not allow food to be consumed in the canoe(s).
Permittee shall not allow animals in the canoe(s) or in the facility.
Permittee shall not allow canoe(s) to touch the sand while waiting for use or while at the shoreline.
Permittee shall not allow huli drills to be performed with canoe(s).
Permittee shall not obstruct or allow unreasonable interference by the general public to the beach or park areas immediately adjacent to the UCP halau.
Permittee shall observe all rules of recreational boating and shall not take UCP canoe(s) beyond the scalloped bridges in Wailoa River nor allow surfing of the canoe(s).
Permittee shall use the equipment within the area of Hilo Bay and the surrounding waters only, except by special permission as granted by the UCP.
