Philip Castille - Vice Chancellor for Academic Affairs
At
the University of Hawaii at Hilo, the Vice Chancellor for Academic Affairs
advises and assists the Chancellor and provides leadership to the academic
and academic-related units of the university. Among the many responsibilities
of the position, the Vice Chancellor
- oversees academic planning, academic program review, and curriculum development
- maintains liaison with other campuses of the University of Hawai`i system and with such external groups as the Legislature of the State of Hawaii
- serves as accreditation liaison officer to WASC, the commission that accredits the university
- supervises the deans of the five UH Hilo colleges and the director of Library, evaluating and approving their recommendations for faculty hiring, promotion, and tenure
- supervises budget preparation for the academic and academic-related programs, allocating and reallocating funds and resources to and from these programs.
- provides leadership in creating and maintaining academic standards and policies

Dr. Phil Castille joined the faculty of UH Hilo in 2007 as Professor of
English and Vice Chancellor for Academic Affairs. Before joining UH
Hilo he served as Dean of the College of Arts & Letters at Eastern
Washington University; as Director of the School of Literature &
Language and Head of English at Louisiana Tech University; as Assistant
Division Chair of Arts & Humanities at the University of Houston -
Downtown; as Coordinator of Professional Writing at the University of
Memphis; and as a science writer-editor for the USDA Forest Service in
New Orleans.
He holds doctoral and master's degrees in English from Tulane
University and the University of North Carolina at Chapel Hill and a
bachelor's degree in Philosophy/English from Tulane. His academic area
of research is American Literature, especially the representation of
the American South in literature and film. He has numerous
publications and presentations in this field (curriculum vita). He
belongs to many honorary and professional organizations, including Phi
Beta Kappa.
Phil and his wife Shannon have one son, Edward. Ned was born at Hilo
Medical Center in October 2007.
The Vice Chancellor is assisted by the Assistant Vice Chancellor for Academic Affairs, Dr. Kenith Simmons, who has responsibility for academic articulation, academic policies and procedures, and academic standards. She also serves as a Professor of English.
Dr. Ann Miser assists the Vice Chancellor with the University Catalog, program reviews and the Academic Administrative Council. The Secretary of the Office of Academic Affairs is Jenny Wakida.
