UH Hilo, Office of Academic Affairs, general funds, permanent, full time position to begin approximately April 2013, pending position clearance and availability of funds.
Provides overall leadership and technical advice on division-wide and VC Office budgetary formulation, analysis, and variances to the Vice Chancellor of Academic Affairs. Designs and prepares reports on the financial condition of the Academic Affairs Division and its component colleges for use in Legislative, Board of Regents, UH System, and UH Hilo presentations. Monitors budgets for all UH Hilo Colleges (CAS, CAFNRM, CoBE, CoP, CCECS, College of Hawaiian Language). Prepares budget data and recommends annual allocation of budgets to colleges and other VCAA-supervised programs. Oversees VCAA office budget. Evaluates expenditures against budget and income; recommends mid-year adjustments. Advises the Vice Chancellor regarding current and future major expenditures in the Colleges; recommends responsible fiscal action on these expenditures. Maintains and analyzes fiscal transaction information, chart of accounts, records and financial reports, fiscal data relating to materials, labor, overhead costs, object codes & control ledgers, registers, journals and other related fiscal records. Monitors and provides status reports on all UH Foundation accounts assigned to the Vice Chancellor; recommends corrective action if appropriate. Prepares and presents the annual budget proposal to the Vice Chancellor for Academic Affairs. Prepares, analyzes and interprets the Division’s financial condition; monitors financial reports and records; reports significant changes and recommends corrective action to the Vice Chancellor for Academic Affairs. Reconciles monthly and/or quarterly College and VCAA Office expenditures with university-generated reports; identifies variances, and recommends corrective action. Designs and conducts (or supervises the conduct of) routine and special confidential financial and compliance audits of programs with funds from a variety of sources and/or with highly complex accounting features. Analyzes and develops budget options and alternatives; recommends budget policies, procedures, and instructions. Prepares short- and long-term financial plans relating to college-level and divisional needs based on analysis and evaluation of college-level and divisional budget and fiscal operations. Conducts, reports on and recommends action based on results of program analyses, evaluations and studies of long-range goals, objectives, operating/capital improvement budget instructions, program objectives, costs, measures of effectiveness & fund use. Monitors expenditures and maintains control of spending in accordance with budget plans or grant expenditure plans. Reviews all requests for out-of-state travel funded by the University; advises the Vice Chancellor on fund availability and commitments. Develops and administers purchasing policies and regulations; assures that purchasing expenses stay within established budgetary limitations. Reviews all SF-1s (Requests for Position Action) for budgetary accuracy and fund sufficiency. Provides reports, analyzes data, and makes recommendations based on enrollment data from ORACLE and STAR databases. Trains and provides technical assistance to Academic Affairs staff in the use of EXCEL. Trains, guides, advises, and monitors the work of unit budget managers throughout Academic Affairs. Provides direct budget preparation for colleges as needed. Assures that data provided by units for the centralized budget is accurate and complete. Provides financial input into the development of hiring plans to assure that budgets are aligned with instructional needs and requirements. Assists faculty with cost/revenue templates for new program proposals; provides budgetary information to faculty for program requirements. Other duties as assigned.
Possession of a baccalaureate degree in Accounting, Finance, Business Administration and 4 year(s) of progressively responsible professional experience with responsibilities for accounting or fiscal management in a college or university setting; or equivalent education/training or experience. Considerable working knowledge of principles, practices and techniques in the area of fiscal and budget management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with fiscal and budget management. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Demonstrated ability to operate a personal computer and apply word processing software. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated. Demonstrated expertise in Word, Excel, Banner, Star, Oracle, and other word and data processing software; and demonstrated ability to communication effectively – both orally and in writing – in a variety of situations.
Demonstrated ability to recognize fiscal and financial problems, identify causes, and provide solutions appropriate to higher education institutions. Demonstrated ability to establish and maintain positive working relationships with internal and external constituencies of the college and university. Demonstrated ability to work well with others in a collaborative, team-based context.
PBB, $3541/month minimum
