UH Hilo, College of Pharmacy (CoP), special funds, permanent, full-time position to begin approximately March 2013, pending position clearance and availability of funding.
The overall responsibility for the full range of professional human resources lies with the UH Hilo HRD. Under general direction of the CoP Dean, serve as lead human resources officer and directs and manages the human resources program for CoP. Develops and implements internal procedures for the management of the school's human resources programs to ensure compliance with applicable collective bargaining agreements, rules, regulations statutes, policies and procedures. Coordinate a wide range of professional human resources duties to assist the COP Dean in assuring service, compliance, efficiency, and maintaining a positive and productive employee relations environment for the CoP. Serves as the human resources liaison between CoP and affiliated hospitals and clinics, UH Hilo HRD, UH Hilo EEO/AA Office, RCUH and other administrative offices. Oversees and provides substantive advice and guidance to subordinate staff. Performs HR administration work involving but not limited to recruitment, appointments, immigration, labor relations, classification and compensation, HR information system (PeopleSoft), promotion and tenure with consultation of UH Hilo HR as necessary. As appropriate, assist UH Hilo HR investigations on informal and formal complaints and grievances involving employee misconduct, performance problems, etc. and based on specific policies and procedures. Provides advice to managers and supervisors on labor relations matters to include grievances, collective bargaining agreements and the University's policies and procedures, and mediates problems as appropriate. Prepare and review CoP SF-1, classification forms, and position descriptions for appropriate duties and classification prior to submission to the UH Hilo HRD. Review, evaluate and submit CoP position advertisements prior to submission to UH Hilo HRD to ensure conformance with established minimum and desirable qualification requirements, duties and responsibilities, salary, position title and appropriate format. Prepare and coordinate immigration forms for foreign hires. Under the direction of UH Hilo HRD, oversee and/or research, process, respond to requests for regular and special reports, information, surveys to include, but not limited to salary adjustments, ERS and unemployment inquiries in a timely manner. Advise administrators and employees on classification and compensation issues in conjunction with Board and Executive policies, administrative procedures and collective bargaining agreements with consultation of UH Hilo HR as necessary. Reviews recruitment actions and determines appropriateness to fill based on authorized current staffing plans, organization, budget or other directives and ensures compliance with all applicable policies and procedures relative to each recruitment. Oversee and manage appointments and files for approximately 250 faculty, APT, E/M, civil service, casual and emergency appointments, overload, post-doctoral fellows, non-compensated, and RCUH appointments. Serves as the school's liaison for all workers compensation and unemployment compensation cases. Authorizes personnel transactions via the PeopleSoft information system and performs data entry as required. Review and input promotion and tenure, faculty contract renewal, probationary period actions. Work with EEO/AA Director to insure that recruitment procedures are in compliance with EEO/AA guidelines. Possession of a baccalaureate degree in Human Resource Management, Business Administration or related field and 2 year(s) of progressively responsible professional experience with responsibilities for human resource administration; or equivalent education/training or experience. Considerable working knowledge of principles, practices and techniques in the human resource administration as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with human resource administration. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Demonstrated ability to operate a personal computer and apply word processing software. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations. Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Knowledge of postsecondary institution organization and processes. Previous experience using a human resource information system.
PBB, $3,541/month minimum.
