APPOINTMENT OF FACULTY MEMBERS TO COMMITTEES

 

Areas of Agreement

 

For the purposes of this document, only, committees shall be defined as either Subject committees or Search committees.

 

Search Committees

 

The term, Search committee, refers to those search or advisory committees formed for the purpose of identifying appropriate candidates for the position of academic administrator.  This section shall apply to the search for academic administrators only.   Academic administrators are specifically defined as:

 

 

In the formulation of Search committees, the UHH Congress and the UHH Administration agree that:

 

  1. The UHH Administration shall establish Search committees by determining the number of members, the nature of members (faculty, students, staff, administration, or community) and the general process to be followed.

 

  1. Faculty representatives shall constitute a majority of the membership of all Search committees (as defined above).

 

  1. All other members of a Search committee shall be determined by the UHH Administration or delegated by them to whomever they wish. 

 

  1. Subject to the provisions described above, the UHH Administration may appoint such additional faculty members as it wishes with the understanding that such individuals shall occupy seats other than those described in # 2, above.

 

Areas of Disagreement

 

  1. Faculty representatives shall be determined by the appropriate faculty governance body.  In the case of the Chancellor, Vice Chancellors, Dean of Continuing Education, University Librarian and Director of Technology the appropriate governance body is the UHH Congress.  In the case of College Deans, the appropriate governance body is the college Senate.

 

We agree that the Administration shall come to the appropriate governance body in order to identify faculty representation for search committees. However, the Administration does not trust the governance bodies to name faculty members and prefers to ask for a list of names (for example, 6 faculty names for 4 faculty positions on the committee) from which the Administration can choose.

 

 

In establishing Search committees, the UHH Administration shall appoint a committee convenor who is charged with convening the first meeting of the committee.  The committee shall elect a committee chair from its membership.

 

         The Administration wants to retain the right to appoint the chair.

 

 

Subject Committees

 

Areas of Agreement

 

The term, Subject committee, refers to committees formed by the faculty or the UHH Administration for the purpose of addressing issues of campus life not already addressed by existing structure (Congress or Senate standing or ad hoc committees, Department or Division personnel committees, etc.) whose membership includes faculty members.

 

The UHH Congress or, for single-college issues, the college Senates may establish Subject committees as the need arises.

 

When the UHH Administration determines the need for additional Subject committees, prior to taking any action it shall describe the need and inquire whether the UHH Congress or, for single college issues, the college Senates wish to establish such a committee.

 

  1. If the UHH Congress or college Senate wishes to establish the suggested Subject committee it shall solicit advice from the UHH Administration concerning the composition of the committee, the charge to the committee and desirable faculty and non-faculty members.

 

  1. If  the UHH Congress of college Senate does not wish to establish the suggested Subject committee, the UHH Administration may establish the committee and invite faculty members to participate without further discussion.

REASSIGNED TIME FOR CHAIRS OF CONGRESS STANDING COMMITTEES

 

Areas of Agreement

 

The UHH Congress and the UHH Administration jointly acknowledge:

 

  1. Participation of faculty in the governance of the university is central to its existence and, as such, will be supported with resources commensurate with its importance.

 

  1. The resources available to the university are severely limited and must be expended as efficiently as possible.

 

The UHH Administration agrees to adjust the budget allocated to the UHH Congress {amount to be jointly determined} to provide for reassigned time and/or stipends.

 

The UHH Congress agrees that, each year immediately following the election of the following year’s Congress officers, the Congress Executive Committee shall meet and identify those tasks whose importance and time requirements justify reassigned time or a stipend.  Wherever possible, efforts will be made to accommodate any reassigned time without the actual expenditure of funds.  In cases where the affected Standing Committee chair requests a stipend instead of released time, the Executive Committee shall give such requests due consideration.  All unexpended funds will revert to the office of Vice Chancellor for Academic Affairs.

 

This agreement shall be in effect for the single 2003/2004 academic year at which time the UHH Congress Executive Committee and the Vice Chancellor for Academic Affairs shall meet to consider its extension.

 

The status of the Chair of the Congress shall be unaffected by this section.
