The purpose of the University of Hawaiʻi is to pursue knowledge through teaching, learning, and research in an atmosphere of physical and intellectual freedom. In order to fulfill this purpose, members of the academic community engage in teaching, learning, research, and service, and assist one another in the creation and maintenance of an environment that supports these activities. Members of the academic community may neither violate the rights of one another nor disrupt the basic activities of the University.
The University of Hawaiʻi at Hilo has a Student Conduct Code which specifies behavior that is subject to University disciplinary action and describes the disciplinary procedures and sanctions that may be imposed if a student is found responsible for violating the Code. At the time of this publication, the University of Hawaiʻi is in the process of revising and updating the Student Conduct Code; individuals should therefore refer to the UH Hilo website for the most current version of the Code. Any member of the University community (faculty, staff, or student) may bring forth an allegation that a student has violated the Student Conduct Code. Reports should be submitted in writing to the Dean of Students. Disciplinary authority is exercised through the Dean of Students or designee or the Student Conduct Committee, or, in cases dealing with academic dishonesty, by a faculty member (refer to the section on academic dishonesty in the “Academic Regulations” section of this catalog). The Dean of Students, Student Conduct Committee, or faculty member follow set procedures for handling allegations of misconduct.
One or more of the following sanctions may be imposed when a student is found responsible for violating the Student Conduct Code:
- warning;
- probation;
- a failing or reduced grade for a course or an assignment;
- restitution;
- temporary suspension in emergency situations;
- suspension;
- expulsion;
- rescission of grades or degree.
Behavior that violates the Student Conduct code includes, but is not limited to, the following:
Cheating: Includes, but is not limited to: giving or receiving unauthorized help during an examination; obtaining unauthorized information about an examination before it is administered; using inappropriate sources of information during an examination; altering the record of any grades; altering answers after an examination has been submitted; falsifying any official university record; and misrepresenting the facts in order to obtain exemptions from course requirements.
Plagiarism: Includes, but is not limited to: submitting, to satisfy an academic requirement, any document that has been copied in whole or part from another individual’s work without identifying that individual; neglecting to identify as a quotation a documented idea that has not been assimilated into the student’s language and style, or paraphrasing a passage so closely that the reader is misled as to the source; submitting the same written or oral material in more than one course without obtaining authorization from the instructors involved; or drylabbing, which includes obtaining and using experimental data and laboratory write-ups from other sections of the course or from previous terms, or fabricating data to fit the expected results.
Disruption: Creating noise or other disturbances on campus sufficient to disrupt the normal functioning of campus activities, including classroom instruction and co-curricular programs.
Using Alcohol and Other Drugs: Consumption of alcoholic beverages is permitted only in the UH Hilo student residence hall rooms and student apartments by students 21 years of age or older, with the exception of Hale Kauanaoe, Hale Kanilehua, and Hale Kehau which are designated alcohol-free. Consumption of alcoholic beverages is forbidden in all public and common areas of the residence halls. All other service or consumption of alcoholic beverages on University property requires a special permit by the Vice Chancellor for Student Affairs or Vice Chancellor for Administrative Affairs.
Expressly prohibited is the manufacture, use, sale, purchase, distribution, or possession of dangerous drugs and narcotics as those terms are used in state and federal law at University sponsored or approved events or on University property. This includes marijuana, cocaine, heroin, morphine, LSD and other hallucinogens, as well as barbiturates and amphetamines. Students who violate state law and/or University policies are subject to campus disciplinary action as stipulated in the UH Hilo Student Conduct Code. The University fully cooperates with law enforcement agencies responsible for enforcement of laws relating to use of illegal drugs or alcohol.
Personal Misconduct: Includes, but is not limited to, the following behavior: harassing; physically threatening or physically abusing any person on campus or at any University-sponsored function or event; conducting oneself in a manner endangering any person’s health or safety; theft of or willful damage to any property of the University or of any person on campus; the unauthorized occupation, use of, or entry into any University facility; turning in a false bomb alarm or fire alarm, or misusing fire safety equipment; and possessing, selling or transferring weapons (such as firearms, spear guns, and bows and arrows).
Weapons, Explosives, and Fires: Firearms, spear guns, bows and arrows, and other potentially lethal weapons are prohibited in residence halls and in all areas of campus, as is the use or possession of bombs, explosives, incendiary devices, or fireworks on campus or at campus events. Also prohibited is setting any unauthorized fire on University property or turning in a false bomb alarm or fire alarm or misusing fire safety equipment.
False or Fraudulent Information: Includes, but is not limited to, furnishing false information or academic credentials with the intent to deceive or mislead when applying for admission to any campus of the University or for any of its programs and services; forging, altering, misrepresenting, or misusing any University or campus document, record, or identification; failing to provide required and legally appropriate information to University officials; misrepresenting facts in connection with any request for any University programs or services or for an exception to any official campus policy or regulation; or assisting anyone in the commission of any acts in this section.
Residence Hall Regulations and Other University Regulations: Violations of other University regulations or policies, including residence hall regulations, are subject to disciplinary action under the Student Conduct Code.
