Specific guidelines given by the UH Hilo 2006-2011 Academic Technology Plan are not part of the Distance Learning Program Approval Process but are of value. The plan indorses the key practices in Good Practices For Electronically Offered Degree and Certificate Programs (Western Cooperative for Educational Communications, endorsed by US regional accrediting commissions). The approved Principles for UH Hilo Distance Learning Programs are:

  • Academic Departments and/or Colleges will initiate distant learning offerings and retain ownership of courses and course content. CCECS will provide the services that help departments to deliver effective, enduring, and engaging distant learning programs.
  • Distance Learning programs and courses should have the same student learning outcomes and standards of performance and assurances of instructional quality as those established for on site programs and courses.
  • Distance Learning students should find that the application, admissions, registration, and advising processes are accessible, clearly laid out and as seamless as those experienced by on site students.
  • Implementation should be as simple and low-maintenance as possible for those officers responsible for the various phases of application, admission, registration, and advising of students in DL programs.
